BACKGROUND

Measure I, the San Bernardino County Transportation Sales Tax Program, requires that each local jurisdiction receiving annual program revenues adopt, by resolution, a Five-Year Capital Improvement Plan. The Capital Improvement Plan lists specific projects where Measure I Funds will be used. The Five-Year Measure I Capital Improvement Plan was adopted by Resolution No. 2022-069 on October 18, 2022, for Fiscal Years 2023-2027.

ISSUES/ANALYSIS

The Fiscal Year 2022-2023 Capital Improvement budget included Measure I funding for the Kimball, El Prado & Central Traffic Improvements Project (ST222) and the Edison Avenue Traffic Signal Modifications Project (TR151). Neither project was included in Resolution No. 2022-069 and now needs to be incorporated into the approved projects list so that the City remains compliant with the San Bernardino County Transportation Sales Tax Program requirements. Therefore, the City Council is being asked to adopt an updated Fiscal Year 2022-2023 Measure I Capital Improvement Plan projects list. Attached is Resolution No. 2024-003 which includes the revised Measure I Five Year Capital Improvement Plan for Fiscal Years 2023 to 2027.
