RECOMMENDATION
1) Approve the Master Contracts with the Chino Valley Unified School District effective retroactive to July 1, 2024, for the amounts of $360,000 for HOPE Program (Exhibit 1); $49,517.63 for Tobacco Prevention (Exhibit 2); $143,000 for CARE Program (Exhibit 3); $104,097 for LEA School-Based Counseling/Health Services (Exhibit 4); $1,978,175.65 for ELOP/ASES After School Program (Exhibit 5); $137,500 for TYKES (Exhibit 6); and Rate Sheet per Student tuition reimbursement for Sunrise Kids before school program and High Five ASP/Sunrise Kids BSP (Exhibit 7), for the provision of Community Services programs for FY 2024-25, 2) appropriate an additional $854,866 to the Community Services Fund, 3) increase the revenue budget of the Community Services Fund by $497,149, and 4) authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
For several years, the City of Chino has partnered with the Chino Valley Unified School District (District). Through this partnership, the City and District work together to provide a variety of programs and services benefiting youth in the community. These programs include counseling, case management, resource centers, intervention and prevention programming, after school programs, and programs for parents of preschool children.
ISSUES/ANALYSIS
In order to facilitate efficient coordination and implementation of services, the District enters into a contract with the City to provide the services outlined in the Master Contracts (Exhibits 1-7). Once services are rendered, the City bills the District and the District reimburses the City for those services.
The Master Contracts were approved at the Chino Valley Unified School District Board of Education meetings on June 6, and July 18, 2024. Some of the grants were approved for different amounts than what was included in the FY 2024-25 budget and will require an additional appropriation. This will require an additional appropriation of $854,866 to the Community Services expense budgets and an increase of $497,149 to the Community Services revenue budgets.
