BACKGROUND

The Americans with Disabilities Act (ADA) of 1990 is a comprehensive civil rights law requiring public entities to provide individuals with disabilities equal access to government programs, services, activities, and facilities. To support the City’s compliance with these requirements, the City completed a comprehensive ADA Self-Evaluation and Transition Plan in 2024. The plan evaluated the accessibility of the City’s programs and administrative activities, public buildings and park facilities, and public right-of-way facilities, and established a long-term framework for addressing identified accessibility barriers.

The ADA Annual Report documents the City’s implementation of the Transition Plan, including accessibility improvements completed during the year, updates to project priorities and schedules, and work planned for the upcoming fiscal year. The report also provides an overview of the City’s broader ADA compliance activities and accessibility efforts.

ISSUES/ANALYSIS

The 2026 ADA Annual Report summarizes the City’s ADA compliance activities and accessibility improvements during FY26. The report includes updates on program and administrative accessibility, employee training, digital accessibility, emergency planning, community engagement, and the City’s ADA grievance process.

During FY26, the City removed 13 accessibility barriers at City buildings and park facilities. Within the public right-of-way, the City remediated 21 curb ramps and repaired 1,035 sidewalk segments, including 970 locations with vertical changes greater than one-quarter inch. Several additional accessibility projects advanced through design in preparation for future construction.

Since implementation of the Transition Plan began in February 2024, the City has removed 107 accessibility barriers at City buildings and park facilities, remediated 150 curb ramps, and repaired 1,452 sidewalk segments within the public right-of-way.

The report also updates the Transition Plan implementation schedule to reflect changes in project timing, facility use, planned improvements, and other implementation considerations.

For FY27, the report identifies planned and continuing accessibility projects involving City buildings, park facilities, and pedestrian facilities within the public right-of-way. These projects are in various stages of design, construction, and development.

The 2026 ADA Annual Report is provided as an attachment for the City Council’s review and consideration.
