RECOMMENDATION
1) Authorize the acceptance of the State Department of Resources, Recycling and Recovery (CalRecycle) California Beverage Container Recycling City/County Payment Program (CCPP-24) grant funds for $23,366; 2) establish grant number G7251 for FY2024-25; 3) appropriate $23,366 to the Sanitation Fund with a corresponding increase to the Sanitation Fund revenues in the same amount; and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

FISCAL IMPACT
The is no increase or decrease in the 550 Fund Balance. This appropriation is fully offset with grant funding from the State of California, Department of Resources, Recycling and Recovery and there is no city matching requirement.

BACKGROUND
The State of California provides annual payments to cities and counties through the CalRecycle California Beverage Container Recycling City/County Payment Program, which is funded by statewide beverage container recycling fees. These funds are distributed based on a per capita formula, meaning the award amounts can vary from year to year depending on population changes and the total funds available.
ISSUES/ANALYSIS
Administered by the State Department of Resources, Recycling, and Recovery (CalRecycle), the program mandates that the funds be specifically allocated for beverage container recycling initiatives, programs for school-aged youth, litter clean up events and community events. In the City’s outreach efforts, the funds are used for activities such as distributing educational recycling materials, installing and distributing recycling bins, promoting beverage container recycling through public education, and purchasing and installing water bottle refill stations.
In March 2025, the City received funding from CalRecycle’s City/County Payment Program for Fiscal Year 2024-25. The term of this funding begins on the date of the award and extends through January 5, 2027, covering both Fiscal Year 2024-25 and 2025-26.
Therefore, staff is recommending that the City Council approve an appropriation of $23,366 to the Sanitation Fund 550, along with a corresponding increase in revenues. There are no City matching funds required. The Fiscal Year 2024-25 funds have been received from the State Controller’s Office.
