BACKGROUND
For several years, the Chino Police Department has directly participated in investigations or prosecutions that have resulted in a federal forfeiture and, therefore, an equitable share of the net proceeds of the forfeiture are returned to the city. Forfeiture funds can only be designated for law enforcement use and must be used to increase or supplement the resources of the receiving law enforcement agency. Forfeiture funds cannot be used to replace the resources of the Department.
The Chino Police Department supervisor's patrol vehicles are equipped with shields and breaching equipment for use during critical incidents. The department's Armored Rescue Vehicle and Tactical Response Vehicle are also equipped with needed equipment for use in similar situations. With the increasing prevalence of high-powered firearms in criminal activities, traditional ballistic shields no longer provide adequate protection against rifle rounds. In addition to the shield upgrade, the Chino Police Department has identified a need to upgrade breaching equipment with modern breaching rams and multi-use breaching tools.
ISSUES/ANALYSIS
The manufacturer-suggested service life on the current shields will expire in 2024. To upgrade tactical shields to provide better ballistic protection for Chino Police Officers, and upgrade our breaching equipment, the Chino Police Department requests to use Asset Forfeiture funds to purchase these tools in the amount of $ 43,073.14 (inclusive of tax and shipping).
Appropriation of asset forfeiture funds will allow for the funding of the following items:
• Seven (7) Rifle-rated portable shields from Tyr Tactical at $5,521.43 each.
• Five (5) Broco entry rams at $588.32 each; and
• Five (5) Halligan entry multi-tools at $296.31 each
By investing in this critical safety equipment, Chino Police Officers can be better equipped to effectively respond to the escalating dangers inherent in law enforcement duties, ultimately safeguarding both officers and the communities they serve.
