1) Designate Council Member Comstock as the City’s Voting Delegate, Council Member Lucio as the City’s 2nd Voting Delegate-Alternate, and Council Member Flores as the 3rd Voting Delegate-Alternate for the 2025 League of California Cities Annual Conference in Long Beach, CA from October 8-10, 2025.

There is no fiscal impact associated with this action. Registration for the 2025 League of California Cities Annual Conference in Long Beach, CA is required to participate in this action and is included in the FY 2025-26 budget.

BACKGROUND

The League of California Cities (Cal Cities) 2025 Annual Conference and Expo is scheduled for October 8-10, 2025, in Long Beach, CA. An important aspect of the Annual Conference is the Annual Business Meeting (during the General Assembly), which will take place on Friday, October 10, 2025. At this meeting, Cal Cities’ membership considers and acts on resolutions that establish Cal Cities’ policy. 

ISSUES/ANALYSIS

To vote at the annual business meeting, City Council action is required to designate a voting delegate. The City Council may also designate up to two alternate voting delegates to ensure the City can lend its support to resolutions that address statewide matters and augment Cal Cities’ policy.

Council Member Karen C. Comstock is currently a Cal Cities Inland Empire Division Board Member. For this reason, Staff recommends that Council Member Comstock is selected as the voting delegate at the annual conference. Per the City of Chino 2025-2026 City Council Committee Assignments List, it is recommended that Council Member Lucio be designated as the 2nd Voting Delegate-Alternate and Council Member Flores as the 3rd Voting Delegate-Alternate, as the City Council's assigned League of California Cities Inland Empire Division representatives.

Designating a voting delegate for the 2025 Cal Cities Annual Conference and Expo will authorize the City to vote on policy matters in the form of resolutions. Council Member Comstock, or in her absence Council Member Lucio or Council Member Flores, will be authorized to vote on behalf of the City on resolutions that focus on municipal issues or matters of Statewide concern. A summary of Cal Cities’ proposed resolutions will be brought to the City Council in early October after they have been published to Cal Cities’ website.
