RECOMMENDATION

BACKGROUND
The State Homeland Security Grant Program (HSGP) is designed to secure and provide the nation with capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. Funds are awarded to the State of California, which then provides funds to San Bernardino County on behalf of city, county, and special district programs. San Bernardino County Office of Emergency Services is a subgrantee of the HSGP and oversees the administration of grant funds for San Bernardino’s Operational Area.
The Chino Police Department was allocated $27,162 for Fiscal Year 2023 HSGP. Cities are required to appropriate grant funds, directly purchase items, or fund training costs. Subsequently, cities must request reimbursement through the San Bernardino County Office of Emergency Services. Cities are also required to consider both federal and state priorities when developing the projects to submit to the approval authority.
One of the State Investment Strategies and a National Priority Project for Fiscal Year 2023 HSGP was, “Enhance Protection of Soft Targets/Crowded Places.” With these priorities in mind, the Chino Police Department proposed equipment projects that would increase the City’s capability in those areas. For Fiscal Year 2023 HSGP, three (3) Police Observation Device (POD) cameras are being requested. POD cameras have also been utilized by the Chino Police Department for many years. Additional POD cameras are being requested to help divert criminal activities in public locations and gather information to maintain public safety.
ISSUES/ANALYSIS
The County of San Bernardino and the State of California have authorized the City of Chino to use the allocations of $27,162 to purchase the equipment described above.
Based on the grant requirements, Chino Police Department sought quotes for the POD cameras and Chino Police Department is requesting to use Am-Tec Security to purchase three POD cameras for a total of $28,436.04. The remaining balance will be covered by the General Fund in the Police Department’s budget.
