1) Award a Professional Services Agreement in the amount of $248,800 to RHA Landscape Architects-Planners, Inc., Riverside, CA for design services for the Heritage Park Improvements Project (PK261); 2) authorize expenditures of up to $24,880 for project contingencies for a not-to-exceed potential contract amount of $273,680; 3) appropriate $173,680 to the Park Fund with a backfill from the General Fund reserves for a revised project budget of $273,680; and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

FISCAL IMPACT
This additional appropriation to the Park Fund 340 and back fill from the General Fund 100 of $173,680, for the Heritage Park Improvements (PK261) is part of the Measure V Initiative and supports the City Council’s commitment to allocating resources toward community park enhancements. There are sufficient General Fund reserves for this project.

BACKGROUND
In March 2024, Chino voters approved Measure V, a one-cent sales tax increase to fund essential City services, such as park improvements and ball fields. During the same year, the Community Services, Parks & Recreation Department’s Parks and Facilities Division completed a citywide assessment of playground equipment and safety surfacing at all City-owned and maintained parks. The resulting condition data informed a replacement schedule based on age, safety/compliance, and lifecycle status. Heritage Park was built in 1992, encompasses approximately 10 acres of open space and includes a picnic pavilion, playground, restroom/concession building, and three youth baseball fields. The park is the primary home field for Chino National Little League and experiences heavy community use. The playground and pavilion were identified for early-phase replacement due to condition and utilization.
The improvement project is also based on the Heritage Park accessibility survey completed in September 2019, which identified necessary improvements throughout the park, such as accessible paths of travel, accessible bleacher seating, concession building service counter, compliant picnic tables, and new accessible parking stalls. The project will also include LED lighting upgrades and related site utility work to meet current codes and standards. The project will also upgrade the baseball complex with shaded spectator seating, new backstops, and related amenities.
RHA Landscape Architects-Planners, Inc. was selected from the City’s list of pre-qualified on-call consultants. RHA is a well-established firm with recent, relevant experience delivering successful projects in Chino, including Chino Rancho Park and multiple improvements at Ayala Park. Their familiarity with City standards and processes positions them to efficiently deliver this project. At staff’s request, RHA submitted a detailed proposal to prepare plans, specifications, and construction documents in the amount of $248,800, inclusive of subconsultants for geotechnical, surveying/building scan, civil, architectural, electrical, and stormwater/hydrology services.
ISSUES/ANALYSIS
Staff is recommending that City Council authorize a Professional Services Agreement in the amount of $248,800 to RHA Landscape Architects-Planners, Inc., Riverside, CA for the design of the Heritage Park Improvement Project. In addition to the contract amount, staff is requesting to spend up to $24,880 on contingencies for unanticipated work, bringing the total potential contract to $273,680. This request requires appropriation of $173,680 to the Park Fund 261 with backfill from the General Fund reserves for a revised project budget of $273,680.
