RECOMMENDATION
1) Award a Professional Servies Agreement to PMK Associates, Inc., Laguna Woods, CA, in the amount of $60,000 and Transtech Engineers, Chino, CA, in the amount of $40,000 for As-Needed Traffic Plan Check and Other Related Services; 2) authorize the City Manager to execute the necessary documents on behalf of the City.

BACKGROUND
The Transportation Division within the Public Works Department includes the City Traffic Engineer and two Associate Engineers. Together, the team is responsible for a full range of municipal traffic engineering-related functions from operations, maintenance, planning, design, and plan checking. Although the team is more than capable, the workload requires supplemental assistance from consultants to meet the demands of the City’s customers. Routine functions such as encroachment permit - traffic control plan checking, and other similar plan checking services are easily achievable with consultants.
The Public Works Department collects fees from developers and permit applicants for plan check services to efficiently deliver various construction projects. The Transportation Division continues to experience a significant rise in development, utility work, and capital improvement projects requiring the need for assistance to meet the expectations of customers.
ISSUES/ANALYSIS
On May 9, 2024, the City solicited a Request for Proposals (RFP) on Planet Bids for As Needed Traffic Plan Check and Other Related Services. On May 30, 2024, the City received (2) two proposals which were evaluated and ranked by the following criteria:
• Experience/qualifications
• Past performance/references
• Plan methodology/project approach
• Quality of responsiveness of proposal
• Cost evaluation
Staff selected the proposed consultants within the guidelines of the State of California Government Code and the City’s Purchasing Ordinance. The final ranking of the firms is shown below.

Both firms have a history of providing related services to the City of Chino. Awarding the contract to both consultants will allow staff the flexibility of utilizing both teams to meet the large volume and variety of traffic-related plan checking work. Therefore, staff recommends that the City Council approve a Professional Services Agreement for $60,000 to PMK Associates, Inc., Laguna Woods, CA, which is consistent with the previous fiscal year amount, and Transtech Engineers, Inc., Chino, CA, for $40,000 for As-Needed Traffic Plan Check and Other Related Services for a total budget amount not to exceed $100,000.
