BACKGROUND
Two segments of Chino Hills Parkway (CHP) require pavement rehabilitation and associated work. One segment consists of CHP between the Chino Hills’ northwest city boundary and the intersection of CHP and Carbon Canyon Road (hereinafter, “Segment 1”). All of Segment 1 lies within the City of Chino Hills boundary. The other segment consists of CHP located between State Route (SR) 71 and Monte Vista Avenue (hereinafter, “Segment 2”). The boundary separating the City of Chino and the City of Chino Hills lies roughly along the centerline of CHP between SR71 and Monte Vista Avenue. Accordingly, the northern portion of Segment 2 lies within the boundary of the City of Chino, and the southern portion lies within the boundary of the City of Chino Hills.
The Chino Hills Parkway Pavement Rehabilitation Project (R7231) will generally consist of the following scope of work: within Segment 1 and the portion of Segment 2 located in the City of Chino Hills; the Project will involve pavement rehabilitation, ADA ramp upgrades to meet current standards, installation of new video detection equipment, and restriping. With the portion of Segment 2 located in the City of Chino, the Project will involve pavement rehabilitation, new ADA-compliant ramps and sidewalks, new video detection equipment installation, and restriping.
The bulk of the Project is located within the City of Chino Hills; therefore, Chino Hills will act as the lead agency and will be responsible for all California Environmental Quality Act (CEQA) compliance, managing and directing all aspects of the Project, including retaining a qualified engineering consultant to design the Project, retaining a qualified general contractor through a competitive bidding process per applicable law, managing the construction contract, and overseeing construction of the Project through completion.
ISSUES/ANALYSIS
The City of Chino and Chino Hills wish to divide the Project costs equitably. Segment 1 is located entirely in Chino Hills. Therefore, all Project costs associated with Segment 1 will be the responsibility of Chino Hills. Segment 2 straddles the city boundaries; therefore, the design consultant will be directed to specify the location (Chino or Chino Hills) of each Project component within Segment 2, and the bid documents will require the bidder to assign the costs of each Project component in Segment 2 to the city within which the work will be completed. Per terms of the Agreement, the Cities have agreed to share the costs associated with Project design, Project management, and CEQA documentation. The estimated total construction cost for the City of Chino’s portion is approximately $410,000. The obligation shares are further defined in the table below:

The attached Agreement has been reviewed and approved by the City Attorney as to form.
Therefore, staff recommends the City Council approve the Cooperation and Reimbursement Agreement with the City of Chino Hills for the Chino Hills Parkway Pavement Rehabilitation Project (R7231).
