1) Award a Professional Services Agreement to Dudek, Encinitas, CA for $694,851 for Engineering Design and Bid Support Services for the Benson Reservoir Improvement Project (WA213); 2) authorize expenditures up to $83,916 for project management services; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND

The Benson Water Treatment Plant (“WTP”) is a centralized treatment plant which treats groundwater supplied from Wells 5 and 9, located onsite, and Well 10, located offsite. The Benson WTP consists of 3,400-gpm capacity Granular Activated Carbon vessels which removes 1,2,3 TCP and a 5,000-gpm design capacity Calgon ISEP ion exchange treatment system which removes nitrate 35. The Benson WTP supplies treated water to the 1.5-million-gallon (MG) capacity Reservoir 3 which supplies the Benson Booster Pump Station (BPS) and boosts the flow into the 980 zone.

 

The existing reservoir was constructed in 1961 and does not meet current seismic requirements. The City is planning to replace this existing domestic water supply reservoir with a new 1.5 MG capacity reservoir on the northwest corner of the current site. The existing reservoir will be demolished after the installation of the new reservoir.  This allows for maintaining operations at the Benson WTP.

 

ISSUES/ANALYSIS

On October 17, 2023, the city solicited a Request for Proposals (RFP) for Engineering Design and Bid Support Services for the Benson Reservoir and Improvement Project (WA213).  With two proposals submitted, staff evaluated and ranked the proposals based on the following criteria:

                     Experience/qualifications

                     Past performance/references

                     Plan methodology/project approach

                     Quality of responsiveness of proposal

                     Cost evaluation

 

The proposed consultant was selected within the guidelines of the State of California Government Code and the City’s Purchasing Ordinance. Staff successfully negotiated pricing with the top ranked consultant. The final ranking of the firms is shown below.

Based on the ranking and information provided, staff selected Dudek to provide these services. Additionally, at the City’s request, the cost proposal includes two optional services:

Staff will include the expenses for these two optional services in the award to avoid the necessity for future budget amendments. In addition to the design engineering and bid support services, City Staff determined that Z&K Consultants Inc. (“Z&K”) is the best fit to manage the project due to Z&K’s knowledge and experience, as they worked with City staff on preliminary design and engineering for this project.  Z&K also provides competitive hourly rates compared to other consultants with similar qualifications. The City will utilize the existing on-call consultant agreement with Z&K.  Z&K hourly rate is $157 compared to other consultants on the on-call list who range from $150 to over $200.

Therefore, Staff recommends that City Council award a Professional Services Agreement for $694,851 to Dudek, Encinitas, CA for Engineering Design Services for the Benson Reservoir Improvement Project (WA213). Staff also recommends that the City Council authorize expenditures up to $83,916 for project management services.

This project will enhance the reliability of our water service to our customers by providing storage capacity and seismic-compliant reservoir.
