RECOMMENDATION
Adopt Resolution No. 2024-045, approving the Measure I Five-Year Capital Project Needs Analysis for Fiscal Years 2025/2026-2029/2030; and authorize the City Manager to execute all the required documents on behalf of the City.
body
FISCAL IMPACT
Adoption of the Measure I Five-Year Capital Project Needs Analysis (CPNA) will allow the City to acquire Measure I funds for shared development costs for certain regional projects. San Bernardino County Transportation Authority (SBTCA) staff will use the City’s CPNA submittal to develop a cash-flow analysis which will be the basis for allocation of Measure I funds. The allocation decision and approval of the list of projects eligible for reimbursement is approved by the SBCTA Board in conjunction with the annual budget in the Spring 2025.

BACKGROUND
In November 1989, San Bernardino County voters approved Measure I, which authorized the San Bernardino County Transportation Authority (SBCTA) to levy a half-cent sales tax. This tax was intended to fund transportation projects and improvements across both incorporated and unincorporated areas of San Bernardino County. The measure was in effect for 20 years, from 1990 to 2010.
To continue supporting these initiatives beyond the original timeframe, Measure I was extended in November 2004 through a new initiative known as Measure I 2010-2040. This extension extended the tax for an additional 30 years, from 2010 to 2040, ensuring ongoing financial resources for transportation infrastructure.
The Measure I 2010-2040 Expenditure Plan includes the Valley Major Street Program, which funds regional arterial projects identified in the San Bernardino County Transportation Authority (SBTCA) Nexus Study. The Nexus Study provides a framework for shared development costs and guides the allocation of Measure I funds toward specific regional transportation projects. To qualify for Measure I funding and for State or Federal Transportation funds administered by SBCTA, projects must be listed in the Nexus Study and fall within the Major Street Arterial Sub-Program and Interchange Program.
Additionally, the Measure I Strategic Plan mandates that local jurisdictions annually adopt a five-year Capital Projects Needs Analysis (CPNA). This analysis documents project and program needs by fiscal year, detailing anticipated funding sources, amounts, and project phasing. SBCTA uses the CPNA to assess cash flow needs for the Valley Freeway Interchange and Arterial Program so their staff can make informed decisions during the annual budgeting process. The CPNA and Resolution are due to SBCTA on or before September 30, 2024.
ISSUES/ANALYSIS
The CPNA is essential for determining eligibility for Measure I fund reimbursements. Jurisdictions must monitor allocation balances and projected revenues to manage financial constraints effectively. The City's allocation fund balance for previous fiscal years is approximately $21,259,649.
For the upcoming five-year CPNA period (Fiscal Years 2025/2026 to 2029/2030), the projected Measure I revenue is as follows:
• FY 25/26 (Year 1): $2,327,137
• FY 26/27 (Year 2): $2,390,173
• FY 27/28 (Year 3): $2,452,267
• FY 28/29 (Year 4): $2,516,746
• FY 29/30 (Year 5): $2,599,180
The City requested to borrow up to five years of its equitable share of Measure I Major Street Projects Program/Arterial Sub-program funds of $10.5 million to support the design and construction of Pine Avenue (from El Prado Road to State Route 71) and the construction of Edison Avenue (from Central Avenue to Oaks Avenue). This advance enables immediate funding, avoiding the need to wait for incremental reimbursements during the CPNA period. If the City wishes to allocate its remaining equitable share fund balance to a new project, the City will need to amend the Five-Year Advance approved by SBCTA on July 7, 2021.
City staff continues to work closely with SBCTA to ensure alignment with the City's values and strategic goals, supporting financial stability through responsible long-term planning of regional projects.
Therefore, staff recommends that the City Council adopt Resolution No. 2024-045, approving the Measure I Five-Year Capital Project Needs Analysis for Fiscal Years 2025/2026-2029/2030.
