RECOMMENDATION
1) Award a construction contract in the amount of $201,701.39 to DLJ Development, El Monte, CA for the APOC Batting Cages Equipment Replacement Project (IB249); and
2) Authorize expenditures of up to $30,255 for project construction contingencies, for a not-to-exceed potential contract amount of $231,956.39; and
3) Authorize the City Manager to execute the necessary documents on behalf of the City.

BACKGROUND
The Fiscal Year 2024-25 Building Management Fund (IB249) budget provides funding for the APOC Batting Cages Equipment Replacement Project. The APOC Batting Cages feature a combination of token operated automated baseball and softball pitching machines. The nine outdoor batting stalls have a range of pitching speeds to accommodate all skill levels and are one of the only batting cages of this type in the region. Due to age, heavy use, and harsh operating conditions, the existing equipment experiences frequent breakdowns and is currently unable to operate at full capacity. The project scope of work will include the removal and replacement of all equipment, including the pitching machines, token boxes, light boxes, and conveyor systems, as well as the installation of new wiring.
ISSUES/ANALYSIS
On March 20, 2025, the City released an Invitation for Bid (IFB #2025-0005) for the “APOC Batting Cages Equipment Replacement” project on Planet Bids, in accordance with City procurement policies. On April 10, 2025, three (3) bids were accepted electronically with the following results:

The lowest bid was submitted by DLJ Development, El Monte, CA in the amount of $201,701.39. Staff reviewed DLJ Development’s contractor’s licenses, references, and list of sub-contractors submitted for the project and determined them to be the lowest responsive and responsible bidder. In addition to the contract amount, staff is requesting to spend up to $30,255.00 for contingencies for unanticipated work, bringing the total potential construction contract amount to $231,956.39.
