BACKGROUND
In March 2020, the City was awarded the Central and Phillips Park Site Development project as part of the 2018 Parks Bond Act Statewide Park Development and Community Revitalizations program (SPP), Proposition 68 grant. The project scope of work is developing a new neighborhood park, named Chino Rancho Park, located on the southeast corner of Central Avenue and Phillips Boulevard. The park site will include an entry monument for the City and park, parking lot, restroom building, an all-abilities playground, shade shelter, two lighted pickleball courts, outdoor fitness equipment, open space, walking trail with benches, and drought tolerant landscape.
The Fiscal Year 2023-24 budget provides grant funding for the Chino Rancho Park Development project (G8201). To obtain the best pricing for the project, staff elected to separate the project into two components. The first component will consist of purchasing the park amenities, playground equipment, shade sails, and shade shelter directly from the manufacturer, eliminating any contractor mark-up costs. The second component consisted of bidding the cost of installation for the park development directly with a general contractor.
ISSUES/ANALYSIS
Outdoor Creations, Inc., Anderson, CA is the sole producer/manufacturer/distributor of custom monument signs and site furnishings for this project. City staff worked with Outdoor Creations, Inc., Anderson, CA and the City’s design consultant, RHA Landscape Architects-Planners, Inc., to create a custom monument sign at the entrance of the park, along with custom pre-cast concrete site furnishings that are consistent with the theme of the park.
Staff is requesting City Council approve a purchase order to Outdoor Creations, Inc., Anderson, CA in the amount of $150,317.72 for the direct purchase of playground amenities for the Chino Rancho Park Development project.
