DATE: April 17, 2024
TO: CHAIRMAN AND MEMBERS OF THE PLANNING COMMISSION
FROM: ANDREA GILBERT, CITY PLANNER
RECOMMENDATION
title
Approve, by motion of the Planning Commission, a one-year time extension for PL17-0106 (Tentative Tract Map No. 18846).
BACKGROUND
The applicant, Trumark Homes, received approval by the Planning Commission on August 19, 2019, for PL17-0106 (TTM 18846), an “A” level tentative tract map for the Rancho Miramonte development located at the southeast corner of Chino-Corona Road and Cucamonga Avenue, within The Preserve Specific Plan. TTM 18846 subdivided the property into 24 numbered lots and 19 lettered lots for conveyance purposes. In addition to establishing new property lines, TTM 18846 established the backbone street system for the community, allowed for mass grading of the site, and set aside 67 acres of land for habitat restoration and conservation. The project site currently sits below the 566-foot flood inundation line, which will require the applicant to raise the site to allow for the future development. The applicant is required to acquire all necessary permits and approvals from the United States Army Corps of Engineers (USACOE), which include an easement exchange to raise the buildable area above the 566-foot flood inundation line prior to any grading of the project site.
The Planning Commission reviewed the request for the time extension on March 20, 2024, and had questions regarding the amount of parkland provided within the Rancho Miramonte project area. As a result, the request for a one-year time extension was continued to the April 17, 2024 Planning Commission meeting.
ISSUES/ANALYSIS
The Rancho Miramonte development is required to provide a minimum of 8.4 acres of parkland to meet the City’s standard for parks and recreational facilities, which is 3 acres per 1,000 residents. Rancho Miramonte exceeds the minimum requirement by providing 8.7 acres of parkland within the master plan area. This includes a 3.9-acre recreation center, 1.44-acre neighborhood park and 7 pocket parks ranging in size from 0.33 acres to 0.82 acres located throughout the community. Pocket parks are located to ensure each home is generally within a quarter mile of a park. Several of the parks also provide access to the urban buffer trail system that runs the perimeter of Rancho Miramonte master plan area. The urban buffer trail is part of the community paseo and open space system which connects major features of The Preserve such as the Community Core, residential areas, public facilities, and open space features. The park plan was approved by the Planning Commission as part of the Master Site Approval and Rancho Miramonte Design Guidelines on August 19, 2019 and is attached as Exhibit “A”.
Public Notice
A 10-day notice was mailed to all property owners within a 300-foot radius of the project site. In addition, a notice was published in the Chino Champion on April 6, 2024, and the City posted information on the project on social media outlets. In response to public notice, no comments have been received. The notice exceeds legal noticing requirements.
ENVIRONMENTAL REVIEW
An Addendum to the Edgewater Communities Environmental Impact Report (EIR) (SCH No. 2006121093) for the Rancho Miramonte project was adopted on March 15, 2016 pursuant to Section 15164 of the California Environmental Quality Act (CEQA) Guidelines. The project is within the scope of the EIR, which adequately describes the activity for the purposes of CEQA. Additional environmental review is not required.
