BACKGROUND
The Chino Planning Commission is a seven-member board that reviews land uses, approves development projects, and offers guidance on all planning-related issues. In October 2024, the City Council approved the addition of two Ex-Officio Planning Commissioners from the North and South Sphere of Influence areas.
Pursuant to Chino Municipal Code Section 2.36.020, members of the Planning Commission are appointed by the Mayor with the approval of the City Council and serve for a term of four years, with Sphere of Influence Ex-Officio members serving a two-year term.
ISSUES/ANALYSIS
The City Clerk’s office solicited applications for the Planning Commission due to the term of Commissioner Brandon Blanchard scheduled to end January 1, 2025.
The application period closed on November 22, 2024, and a total of 9 applications were received, including an application from Commissioner Brandon Blanchard seeking re-appointment. Mayor Ulloa, along with a Council Member, interviewed 7 applicants (one applicant withdrew and one did not attend the interview). This resulted in the following recommended appointment:
• Commissioner Brandon Blanchard’s re-appointment for a term ending January 1, 2029
The City Clerk’s office also solicited applications for the Sphere of Influence Ex-Officio Planning Commission Members for the North and South unincorporated areas of Chino.
The application period closed on November 22, 2024, and a total of 9 applications were received. Mayor Ulloa, along with Council Member Comstock, interviewed 7 applicants (one applicant withdrew and one did not attend the interview). This resulted in the following recommendations to the Sphere of Influence Ex-Officio Member appointments:
• North Sphere of Influence Area - Jerome “Jerry” Rowe for a term ending January 1, 2027
• South Sphere of Influence Area - Alan “Drew” Sasser for a term ending January 1, 2027
Pursuant to Chino Municipal Code (CMC) Section 2.36.020 appointments to the Commission are made by the Mayor with approval of the City Council.
