RECOMMENDATION

​​​Award a Professional Services Agreement for $489,680.60 to Mariposa Landscapes, Inc., Irwindale, CA for a five-year term for Landscape Maintenance Services for Medians and Reservoir Sites; and authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND

The City maintains numerous landscaped median islands and reservoir sites throughout the community that require ongoing maintenance to preserve public safety, support a well maintained street visibility for motorists and pedestrians, and enhance the City's overall appearance. Routine maintenance activities include mowing, weed and pest control, trimming, irrigation system inspections and repairs, litter removal, and general landscape upkeep.

Due to the frequency and scope of services required at many of these locations, including multiple service visits per week, the City has historically utilized contract landscape maintenance services to supplement in-house operational staff. Contracted services provide the specialized equipment, staffing resources, and operational flexibility necessary to maintain these sites in a safe, efficient, and aesthetically pleasing condition.

Current Public Works staffing levels are dedicated to maintaining existing service demands and operational responsibilities throughout the City. The addition of regular median and reservoir landscape maintenance services to in-house operations would exceed available staffing capacity and would require the hiring of additional personnel, as well as the purchase of equipment and associated resources. To ensure continued, consistent maintenance of these sites in a cost-effective and efficient manner, the City issued a competitive Request for Proposals (RFP) to solicit qualified firms to provide landscape maintenance services for the City's medians and reservoir sites.

 

ISSUES/ANALYSIS

On May 7, 2026, the City released a Request for Proposals (RFP No. 2026-0015) for "Landscape Maintenance Services for Medians and Reservoir Sites" via PlanetBids, in accordance with City procurement policies. The City received eleven (11) proposals by the closing date of June 4, 2026.

A review committee, consisting of City staff, evaluated proposals separately to maintain confidentiality and fairness. Staff then scored these proposals using the following weighted criteria:  

                     Experience/Qualifications: 25%

                     Past Performance/References: 25%

                     Plan Methodology/Project Approach: 20%

                     Quality and Responsiveness of Proposal: 15%

                     Cost Evaluation: 15%

 

While cost is considered in the evaluation process, selection is not based solely on price. Instead, the City emphasizes overall qualifications, demonstrated performance, technical capability, and responsiveness to ensure the selected contractor can provide reliable, high-quality landscape maintenance services that meet the City's operational needs and maintenance standards.

Following evaluation, Mariposa Landscapes, Inc. received the highest average score and is recommended for contract award. Mariposa Landscapes, Inc. also provided a most robust staffing plan compared with competitors.
