BACKGROUND
On October 29, 2024, the Chino Police Department received notification from the California Department of Justice that our agency’s grant application for funds authorized under the California Healthcare, Research and Prevention Tobacco Tax Act of 2016 has been approved for Funding in the amount of $46,899.
It has been our overall experience that individuals involved in furnishing tobacco to minors are most often involved in other criminal activity. Additionally, many establishments in the City of Chino that sell tobacco related products (i.e. smoke shops and liquor stores) have been known to have higher levels of crime than other establishments. Some of these establishments have also been known to sell tobacco products to minors as well as offer narcotic related paraphernalia (pipes) under the false pretense these items are to be used for tobacco. Historically, tobacco related operations have led to a safer environment for our community through education and sustained enforcement.
ISSUES/ANALYSIS
If approved, the Chino Police Department will expend $46,899 during the next three fiscal years towards overtime hours for operations which will be used to reduce the sales of tobacco and related products to minors and to ensure that businesses engaged in selling tobacco comply with all regulations, including the prohibition of selling narcotic related paraphernalia.
While utilizing this grant throughout the three-fiscal year period, staff will conduct a minimum of four (4) Minor Decoy operations, 30 establishment inspections, and educate our youth of the dangers of tobacco.
