BACKGROUND
The City of Chino solicited for professional services for the preparation of Plans, Specifications, and Estimate (PS&E) for the Euclid Avenue Storm Drain Extension-Line I Project.
Storm Drain (SD) Line I is a proposed storm drain facility identified in the Master Plan of Drainage (MPD) for both the cities of Chino and Ontario. SD Line I is located within Drainage Area I which is bound by Merrill Avenue to the north, Euclid Avenue to the west, and Pine Avenue to the south. This drainage area receives off-site flows from the city of Ontario through a storm drain system located at the intersection of Euclid and Merrill Avenues. The total area for Drainage Area I, including onsite and offsite, is approximately 1,898 acres. Per the MPD, the proposed Line I is approximately 19,200 linear feet of proposed double 8’x8’ reinforced concrete box (RCB) along Euclid Avenue from Merril Avenue to Pine Avenue then south to an outlet at the Prado lakes.
In April 2022, during a comprehensive update of the Master Facilities Plan, which included an analysis of the existing Preserve storm drain collection system facilities projects and costs, it was concluded that to handle a 100-year storm event per San Bernardino County Flood Control District (SBCFCD) standards, SD Line I is now proposed as a double 10’x8’ RCB drainage structure.
The overall proposed project scope of services under this contract includes:
1. Analysis of Storm Drain Alignment and Hydrology & Hydraulics (H&H) - utilizing the preliminary storm drain alignment in the MPD, the alignment, RCB size, and outfall locations will be evaluated prior to final design.
2. Ultimate Storm Drain Design and Outfall Location - based on the evaluation of the H&H analysis and SD alignment, the engineer will provide the final engineering design and construction documents for SD Line I.
On April 18, 2023, the City of Chino approved a Memorandum of Understanding with the City of Ontario for shared financing of the construction of SD Line I. Additionally, on March 13, 2023, the City of Chino and Ontario formally requested SBCFCD to cost share 50-percent of the construction of SD Line I. A tri-party agreement amongst Cities of Chino, Ontario and SBCFCD is currently being reviewed and will be brought to City Council for approval at a later date. Once approved, a portion of the design cost will be reimbursable under this agreement. Staff recommends moving forward with the final design of SD Line I now to plan for the construction and connection of the storm drain facilities at the intersection of Euclid and Pine Avenues as part of the Pine Avenue Widening project (ST203), which is currently nearing final design.
ISSUES/ANALYSIS
Staff solicited Requests for Proposals (RFP) for professional consulting services for Design and Bid Support Services via Planet Bids. On October 26, 2023, the City closed the proposal window and received two (2) proposals. Staff evaluated and ranked the proposals based on the following criteria:
• qualifications of the firm including organization, experience, firm profile, personnel/staffing plan, project references
• understanding of the assignments, work plan
• demonstrated technical ability, as described in the RFP
Staff selected the proposed consultant within the guidelines of the State of California Government Code and the City’s Purchasing Ordinance. The final ranking of the firms is shown below.
