BACKGROUND
The Administration Department is responsible for providing and coordinating the public information, communications, and outreach activities of the City of Chino. City information is disseminated through various mediums and channels, including the City website and cable station (Chino Channel 3), social media, electronic communications, print and other media ads, public displays, promotional items, and printed materials.
ISSUES/ANALYSIS
The City produces several newsletters to inform residents and the larger community of City operations, facilities, events, and issues. While most of these are distributed electronically, beginning in July 2023, a quarterly Chino Newsletter was printed for distribution at City facilities and events and via mail to all Chino households to expand and extend the City’s outreach to a broader population of the Chino community. Sufficient funds were included in the City’s FY 2023-24 budget to cover the anticipated newsletter printing costs.
In November 2023, the City Council appropriated additional funds totaling $103,000 for outreach efforts related to a proposed sales tax measure. These outreach efforts require the printing of informational materials related to the proposed sales tax, Measure V, on the March 5, 2024 ballot.
For the City to continue to use the current vendor for additional printing services, staff recommends an increase in the vendor cap with Eclipse Printing & Graphics, LLC by $30,000 for a new total vendor cap amount not to exceed $80,000. This request requires no appropriation as the expenditures are within the adopted Fiscal Year 2023-25 City of Chino budget.
