Approve, by motion of the Planning Commission, a one-year time extension for PL22-0028 (Vesting Tentative Parcel Map No. 20561).

The applicant, Majestic Realty, received approval by the Planning Commission on March 20, 2023 to subdivide 56.95 acres of land into three parcels ranging in size from 3.74 acres to 46 acres and to develop the 46-acre parcel with a 925,362 square foot speculative industrial building.  The project site is located at the southeast corner of Flight and Remington Avenues, within the Light Industrial (LI) land use designation of The Preserve Specific Plan.  The project site is located on land owned by the County of San Bernadino (the “County”).  Applications for the project include the following:

                     PL22-0028 (Vesting Tentative Parcel Map No. 20561) to subdivide 56.95 acres of land into three lots.

                     PL22-0029 (Site Approval) to construct a 925,362 square foot industrial building on a 46-acre parcel of land.

                     PL22-0030 (Special Conditional Use Permit) a request to allow loading doors to face Remington Avenue.

ISSUES/ANALYSIS

Per the Subdivision Map Act and the City of Chino Subdivision Ordinance, approval of a tentative map expires two years after Planning Commission approval if the final map has not been recorded.  Majestic Realty received approval of a one-year time extension of PL22-0028 (Vesting Tentative Parcel Map No. 20561) from the Planning Commission on March 19, 2025.  Majestic Realty is requesting approval of an additional one-year time extension to allow for time to continue coordinating with the County to execute all necessary agreements.  The Subdivision Ordinance grants the authority to extend the expiration date of a tentative map to the Planning Commission.  If the request for the time extension is approved, approval of PL22-0028 would expire March 20, 2027. The remaining applications (PL22-0029 and PL22-0030) requested and received all necessary time extensions, which were approved by the Director of Development Services in accordance with the Zoning Code.  Project approval for these applications expires March 20, 2027.  Granting a time extension for PL22-0028 would extend the map expiration date consistent with the remainder of the project.

PUBLIC NOTICE

A 10-day public notice was mailed to all property owners within a 300-foot radius of the project site.  In addition, a notice was published in the Chino Champion on March 7, 2026, and the City posted information on the project on social media outlets.  In response to public notice, not comments have been received. The notice exceeds legal noticing requirements.

ENVIRONMENTAL REVIEW

An Addendum to The Preserve Specific Plan Chino Sphere of Influence - Subarea 2 Final Environmental Impact Report (EIR) (State Clearinghouse No. 200121036) was prepared for this project pursuant to Section 15164 of the California Environmental Quality Act (CEQA) Guidelines and was adopted by the Planning Commission on March 20, 2023.  The proposed time extension does not include any change to the project and therefore is within the scope of the Addendum, which adequately describes the activity for the purposes of CEQA.  Additional environmental review is not required.
