RECOMMENDATION
Approve contract amendment No. 3 to Contract No. 2026-040 with CCS Facility Services-Orange County, Inc. to amend the scope of services to adjust the janitorial cleaning services schedule at the City-owned facility located at 13106 Central Avenue, first floor only, to five days per week, and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds are included in the Fiscal Year 2026-27 Custodial Maintenance Budget. There is no additional funding needed as the amendment adjusts the cleaning services schedule only.

BACKGROUND
On June 17, 2025, City Council awarded a Citywide Janitorial Services contract to CCS Facility Services-Orange County, Inc. The contract provides scheduled janitorial services at City facilities, including routine cleaning and maintenance of offices, restrooms, and common areas to ensure sanitary, clean, and presentable conditions. Services include, but are not limited to, dusting, vacuuming, mopping, trash removal, restroom sanitation, and replenishment of consumable supplies.
Following the contract award, the City expanded operations at its facility located at 13106 Central Avenue, also known as The LAB. In preparation for the facility’s anticipated opening, additional janitorial services are required for the entire first floor. Cleaning frequency will increase from one day per week to five days per week, Monday through Friday.
ISSUES/ANALYSIS
The additional days of janitorial services of the first floor of the LAB necessitates an amendment of the existing contract. Therefore, staff recommends City Council approve a contract amendment to adjust the janitorial cleaning services schedule at the City-owned facility located at 13106 Central Avenue, first floor only, to five days per week.
