BACKGROUND

The City of Chino encompasses approximately 30 square miles, with a water service area of 29 square miles. The City water service area serves a population of about 84,560 and primarily follows the City boundary. Groundwater from the Chino Basin is produced by groundwater wells owned and operated by the City, and the wells constitute approximately half of the City’s water supply. Currently, the City owns fifteen (15) groundwater wells with two of the City’s wells, Wells 12 and 14, that have been inactive for some time due to being impacted from contamination. Well 17 was drilled but never equipped and has not been utilized by the City. The proposed projects will increase the City’s access and restore the groundwater wells utilization, which will provide a key local water resource to support the City’s growing population and water demand.

The State Street Water Treatment Facility (WA212) is located at Benson Avenue and State Street in the City of Montclair and is a new centralized treatment project that will treat Wells 12 and 14 for nitrate, perchlorate, and 1,2,3-trichloropropane (1,2,3-TCP) as these contaminants have been detected at concentrations above the Maximum Contaminant Levels (MCLs) set by the State of California Water Resources Control Board Division of Drinking Water (DDW). The Well 17 Equipping Project (WA214) includes equipping an existing drilled well with pumps, motors, and appurtenances to serve as a supply source and will be treated at the newly completed Eastside Water Treatment Facility expansion. Both designs are completed and will be posted for a notice for construction bids.

On March 2, 2021, Council approved an agreement for Design Professional Services in the amount of $1,697,244 with Hazen and Sawyer for the design of the State Street Water Treatment Facility. On January 15, 2019, the City Council awarded a Design Professional Services Agreement to Hazen and Sawyer to design the Eastside Water Treatment Facility expansion and the brine disposal pipeline. Hazen and Sawyer have completed the work and services originally planned for the expansion and through additional amendments have been authorized to modify the scope of work to provide subsequent designs for Well 17 to pump groundwater supply and incorporate the treatment options to the EWTF.

On April 2, 2024, Council approved an agreement for Construction Management, Testing and Inspection Services in the amount of $2,172,358 with Butier Engineering, Inc. for the State Street Water Treatment Plant Project (WA212) and the Well 17 Equipping Project (WA214).

Due to the scale and complexity of the projects, the City needs an experienced Project Management firm to handle the two design contracts and construction management contract to augment City staff ability to conduct day-to-day oversight.
