1) Approve Final Tract Map No. 20312-2; 2) approve Subdivision Improvement Agreement and securities with Tri Pointe Homes Holdings, Inc., a Delaware corporation for public improvements for Tract Map No. 20312-2; and 3) authorize the City Manager to execute all the necessary documents of behalf of the City.

BACKGROUND
On May 17, 2021, the Planning Commission approved an “A” level Master Site Approval (MSA) and Tentative Tract Map No. 20312 for the Falloncrest Town Square to master plan and subdivide 100.8 acres of land into 10 numbered lots and six lettered lots for future development of retail, commercial, office, residential, mixed use, and park space. This project is generally located south of the Southern California Edison (SCE) Easement, west of East Preserve Loop, east of West Preserve Loop and north of Pine Avenue. On June 15, 2021, the City Council approved a development agreement between the City and Falloncrest Town Square that regulates the timing of development and public improvements within the Falloncrest Town Square.
In 2021, Tri Pointe Homes acquired 23.6 acres of land within the Falloncrest Town Square master plan area. On October 17, 2022, the Planning Commission conditionally approved a "B" level MSA and Tract Map No. 20312-1 to further master plan the property and allow for the development of 188 attached residential units on 10.9 acres, a 9.9-acre public park, and a 0.4-acre pocket park within the High-Density Residential land use designation of the Falloncrest Town Square project area. This "B" level project is generally located south of the Southern California Edison Easement, west of East Preserve Loop, east of Linden Lane, and north of Pine Avenue.
In 2024, Tri Pointe Homes acquired an additional 28.16 adjusted gross acres of land within the Falloncrest Town Square master plan area. On August 21, 2024, the Planning Commission approved a “B” level MSA and Tract Map No. 20312-2 to further master plan the property for the development of 516 attached, multifamily residential units and a 0.4-acre park within the High-Density Residential land use designation of the Falloncrest Town Square project area. This “B” level project is generally located at the northeast corner of Pine Avenue and West Preserve Loop (See Exhibit A).
The Engineering Conditions of Approval (COA) for this development requires public improvements including, but not limited to curb, gutter, sidewalk, streetlights, asphalt concrete pavement, landscape, traffic signal modification, sewer, water, and drainage improvements on Bickmore Avenue, Pine Avenue, West Preserve Loop and Walla Way. To guarantee the completion of these public improvements, the developer is required to enter into a Subdivision Improvement Agreement (SIA) and obtain the necessary securities for the improvements. The final engineering for Tract Map No. 20312-2 is substantially complete and the developer is desiring to pull building permits for this development soon.
ISSUES/ANALYSIS
The requirements made at the time of tentative map approval have been met by the execution of the SIA for Tract Map No. 20312-2 and by posting the necessary securities to guarantee the construction of public improvements conditioned for this development. The City Attorney reviewed and approved the SIA and respective securities, which are attached as Exhibit B.
