RECOMMENDATION
Approve a contract to W.A. Rasic Construction Company, Inc., Long Beach, CA, for $380,000 for annual On-Call Water Distribution System Repairs and Wastewater System Repair Services; and authorize the City Manager to execute the necessary documents on behalf of the City.

BACKGROUND
The City of Chino's Public Works Department is committed to maintaining and operating the city's vital infrastructure, ensuring the reliable delivery of essential services to its residents and community. The Public Works Department oversees both the Water Division and the Wastewater Collections Division, managing an extensive network of pipelines and service connections to provide safe and reliable water and sanitary sewer services.
Water Division
The Water Division is responsible for the maintenance and operation of the City’s water distribution system, which includes 350 miles of pipelines of various sizes and approximately 23,400 potable water connections ensuring the distribution of potable water within the City of Chino’s water service area. As part of the maintenance, City staff repairs and responds to an average of 130 water leaks annually. While the majority of maintenance and repairs are performed by City staff, the division occasionally relies on qualified contractors to assist with high volumes of repairs. This collaboration ensures that our water distribution system remains safe and reliable, maintaining the quality and quantity of water provided to our customers.
Wastewater Collections Division
The Wastewater Collections Division is responsible for maintaining and operating the City’s sewer infrastructure. The sewer system encompasses approximately 228 miles of pipelines of various sizes, approximately 23,400 sewer lateral connections, and two sewer lift stations. Continuous operation and maintenance of these assets are crucial for ensuring the effective flow of sewage throughout the City. Annually, City staff perform spot repairs on sewer mains and laterals, hydro-jet approximately fifteen miles of sewer mains, and conduct camera inspections to detect potential problems early.
Similar to the Water Division, staff in this division handle most of the necessary maintenance and repairs safely and promptly, but also rely on qualified contractors to assist during peak periods of repair needs. The collaboration with contractors is essential for maintaining a properly functioning sewer system and preventing critical issues or overflows.
Both divisions rely on the expertise of qualified contractors to supplement City in-house capabilities at times for large scale repairs beyond City’s staff resources. This ensures all maintenance and operations are conducted timely to restore services quickly. This is consistent with the City of Chino’s mission statement to provide superior customer service.
ISSUES/ANALYSIS
On May 9, 2024, the City solicited an Invitation for Bids (IFB) on Planet Bids for On-Call Water Distribution System Repairs and Wastewater System Repair Services.
Note: The invitation for bids included bid items for all types of services and repairs that could be possible in our water and sewer systems, thus the bids amounts are unusually exorbitant. This allows the City to competitively bid and lock in the best unit price for any/all repair needs. However, in any given year, we do not exhaust all list of services in the bid schedule. Staff analyzed typical annual expenditures for such services and now recommending a reasonable average expected costs to the Council for contract award.

On average in the last five years, water system and sewer system contract work were approximately $260,000 and $120,000 respectively. Therefore, City staff recommends that the City Council approve a contract to W.A. Rasic Company, Inc., Long Beach, CA, for $260,000 for On-Call Water Distribution System Repair Services and $120,000 for Wastewater System Repair Services for a total contract amount of $380,000.
