BACKGROUND
On February 15, 2022, City Council awarded a construction contract to MNR Construction Inc, La Verne, CA, in the amount of $4,468,330 for the Yorba Sewer Main Replacement Project (SW211). Additionally, the City Council authorized expenditures of up to $446,833 for project contingencies, bringing the total construction contract to an amount not-to-exceed $4,915,163.
During initial potholing, multiple unforeseen utilities were discovered that conflicted with the proposed routing of the sewer design. Project time was suspended by mutual agreement between MNR Construction, Inc. and the City of Chino.
The designer, West and Associates, Inc. was directed to provide an updated sewer routing design based on the updated potholing information. A revised design was provided, and a Change Order was negotiated to revise the bid schedule according to the new plans. A Notice to Proceed was issued to MNR Construction, Inc. on August 9, 2023. Project time resumed and project duration was reset to 120 working days.
All improvements within the project scope have been successfully constructed. The location of the sewer improvements constructed as a part of this project are as listed below:
• The intersection of Schaefer Avenue and Ramona Avenue
• Murrieta Street to Cheyenne Way
• The intersection of Yorba Avenue and Schaefer Avenue
ISSUES/ANALYSIS
The scope of work includes replacement of existing 10” and 15” Vitrified clay pipe (VCP) sewer mains with larger diameter VCP or High-Density Poly Ethylene (HDPE) pipe by using open trench methods, spot repairs of existing sewer deficiencies as noted, installation of temporary bypasses, removal and replacement of existing sewer manholes, construction of new sewer manholes, rehabilitation of existing sewer manholes, reconnection of sewer laterals, pipe backfill and bedding with asphalt concrete overlay for trench repair, adjustment of existing utility lines, full depth asphalt concrete pavement repairs, slurry seal including crack sealant and weed abatement, restoration of traffic detector loops, striping, traffic control, and post-construction closed-circuit television (CCTV) inspection.
All work has been completed per the terms of the original contract and approved change orders. The following is a summary of the final accounting of construction costs for the project:

The total contract change order amount is $297,892.02 (6.67% of total contract). Ten percent is generally considered within the normal range of changed conditions on a public works construction project and, by providing change order authority upfront, Council helps to reduce the possibility of delay on a construction project.
MNR Construction Inc., La Verne, CA, has complied with the terms of the contract. A Notice of Completion has been prepared for filing with the San Bernardino County Recorder's Office. The retention funds will be released following the 35-day lien period.
