RECOMMENDATION
1) Adopt Resolution No. 2024-036 to accept the California Highway Patrol Cannabis Tax Fund Grant Program and acceptance of Grant Proceeds in the amount of $110,153.08; 2) appropriate $110,153.08 from the unappropriated reserves of the General Fund; 3) increase the General Fund revenue budget by $110,153.08; and 4) authorize the City Manager to execute any necessary documents on behalf of the City.

BACKGROUND
On June 6, 2024, the Chino Police Department received notification from the California Highway Patrol that it has been approved for the Cannabis Tax Fund Grant Program (CTFGP) in the amount of $110,153.08. The purpose of this program is to help the City of Chino reduce and mitigate the impacts of impaired driving in the community. The funds from this grant will significantly enhance the Chino Police Department’s ability to educate the community about the dangers of impaired driving, utilizing innovative tools and interactive methods to make a lasting impact.
ISSUES/ANALYSIS
The Chino Police Department is committed to reducing fatal traffic collisions, particularly those involving impaired driving. Despite substantial efforts, impaired driving remains a significant issue, with 263 DUI arrests in 2023, including 16 individuals under the age of 21. To enhance community outreach and education efforts, the Police Department will utilize the $110,153.08 grant administered by the California Highway Patrol (CHP), funded by state sales tax revenue from marijuana sales. The grant period aligns with the City's fiscal year, from July 1, 2024, to June 30, 2025.
The grant will fund the purchase of the following equipment, which will be instrumental in the educational outreach:
• 16’ x 8’ Cargo Trailer: A custom graphic wrap and a 3500w generator will be installed, providing a mobile education unit.
• Full-Sized Driving Simulators: Two simulators will be housed in the trailer, equipped with software to mimic the reaction time and driving impairment of alcohol- and drug-impaired drivers.
• Simulated Drunk and Cannabis Goggles: An activity kit targeting youth at community or school events.
• Adult-Sized Pedal Cars: Two cars to be used outdoors in conjunction with the drunk/cannabis goggles.
• Printing Budget: For educational handouts and potential giveaways.
Two officers will attend various city-sponsored events to engage with the community and educate them about the dangers of impaired driving. The events include:
• Chino Days (2 days)
• Police Department Open Houses (2 events)
• Concerts in the Park (6 events)
• Christmas Parade
• Fireworks Spectacular
• Healthy Families Events (4 events)
The additional tools, equipment, and budget provided by this grant will enable us to leverage opportunities to achieve our outreach and engagement goals, making a lasting impact on the community by reducing impaired driving incidents.
