RECOMMENDATION
1) Approve Contract 2025-120 Amendment #4 with IK Consulting to extend the term for services through June 30, 2027; 2) increase the contract amount by $100,000 for a not-to-exceed amount of $250,000 ; 3) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds were included in FY 2026-27 Operating Budget. Awarding this agreement is contingent upon final budget adoption, which is scheduled for June 16, 2026.

BACKGROUND
In 2024, the City entered into an agreement with IK Consulting, LLC to provide training and technical assistance services in support of the City’s Accela-based permitting and development review system. Services include system configuration assistance, workflow support, troubleshooting, staff training, and operational guidance related to the City’s Accela Civic Platform implementation and ongoing administration.
The original agreement was approved in the amount of $30,000. Since this time, three amendments have been processed to add funds and extend the term in order to continue providing training and support services.
ISSUES/ANALYSIS
IK Consulting, LLC continues to provide specialized Accela support and training services that assist staff with system administration, configuration support, troubleshooting, workflow enhancements, and operational improvements. These services support the continued functionality and efficiency of the City’s permitting platform and the continued expansion and evolution of the Permit Center into new workflows.
The proposed fourth amendment will increase the agreement amount by $100,000 and extend the agreement term through June 30, 2027. The consultants’ hourly and training rates remain unchanged from the previously approved amendment. With the proposed amendment, the total contract amount will exceed the City Manager’s purchasing authority, therefore, City Council approval is required.
