BACKGROUND

On July 1, 2021, the City of Chino and Joe A. Gonsalves & Son entered into an agreement for the provision of California State Legislature Advocacy Services. The initial agreement was established for a one-year term, with the option to extend the contract annually for up to five (5) additional years. The contract is currently in its final option year.

Most recently, the City approved the Fiscal Year 2026-27 Annual Operating Budget, which includes the necessary appropriation of funds for the contractual items contained in this report. The City and Joe A. Gonsalves & Son now desire to execute Amendment No. 5 to extend the agreement for the final option term, retroactively effective July 1, 2026.

ISSUES/ANALYSIS

The City’s current Purchasing Ordinance requires that the City Council approve any contract amendment, renewal, or blanket purchase order exceeding a cumulative amount of $150,000. The proposed agreement with Joe A. Gonsalves & Son represents a routine annual contract necessary for the provision of essential City services, specifically state legislative advocacy and representation. All purchases under this contract will remain subject to the requirements of Chino Municipal Code Section 3.32.130.

Joe A. Gonsalves & Son has provided effective advocacy representation before the California State Legislature, helping secure state resources and advancing the City's legislative priorities. Amendment No. 5 executes the final option-to-extend term under the original agreement, ensuring continuous and uninterrupted legislative advocacy services for the City through the 2026-27 fiscal year.

Staff recommends approval of Amendment No. 5 to the Joe A. Gonsalves & Son Contract to execute the last option to extend, retroactively effective July 1, 2026.
