BACKGROUND
The applicant, Nikko Erick Reyes, requests to operate a multi-purpose indoor sports facility within an existing 20,394 square foot industrial building located at 16067 Euclid Avenue within the Euclid Business Center at the northeast corner of Euclid and Bickmore Avenues. The Preserve Specific Plan (PSP) categorizes this use as commercial recreation, which requires a Special Conditional Use Permit (SCUP). This will be the applicant’s first facility.
ISSUES/ANALYSIS
Business Operation
Ranch Sports Facility is a multi-purpose indoor sports facility designed for various sports, including basketball, volleyball, badminton and pickleball courts for customers to rent by the hour. Court rentals can be reserved by phone, in-person or online reservations. The facility will be open to the public seven days a week between the hours of 6:00 AM to 11:00 PM.
The facility’s layout features four courts that can be configured as either two full-size basketball courts or two volleyball courts, along with two badminton or two pickleball courts. This design allows for flexible use, as the basketball and volleyball courts have similar dimensions, as do the badminton and pickleball courts. This similarity in size allows for the courts to be used interchangeably. During peak hours (4:00 PM to 11:00 PM), the facility expects to accommodate up to 70 individuals on-site at any given time, comprised of 3 staff members and 67 patrons. In addition to court rentals, the facility will offer sports equipment rentals and vending machines for snacks and beverages.
In the future, the applicant plans to expand its operation to include tournaments and sports training sessions. Tournaments are expected to take place primarily on the weekends (Saturday and Sunday), with an estimated attendance of 80 to 100 participants and spectators per event. Training sessions will be scheduled two to four times a week for each sport, predominately on weekdays (Monday through Friday) between 3:00 PM to 8:00 PM. Each training class will last approximately 1 to 2 hours and accommodate 6 to 15 students, depending on the sport. Sessions will be conducted by one to two certified coaches or trainers.
Parking
The City of Chino’s Zoning Ordinance does not define a standard parking requirement for the proposed indoor sports facility use. Parking requirements are derived based on a parking needs assessment and the way the business operates. As a result, the applicant conducted a parking demand study for the project that concluded the project would require 10 parking spaces during the morning peak hours (7:00 AM to 9:00 AM) and 25 parking spaces during the evening peak hours (4:00 PM to 6:00 PM) for their day-to-day operations. As for tournaments, the study concluded the project would require 50 parking spaces that would occur on the weekends.
Based on the parking demand study provided for the project, staff does not anticipate there will be a problem with the 339 parking spaces available in the Euclid Business Center with the approval of the project. The available parking in the center based on the existing uses show there is enough parking to accommodate the indoors sports facility. In addition, the shared parking methodology indicates the peak hour demand for the proposed use will occur at different times and days than the other existing industrial uses in the center.
Public Noticing
A 10-day notice was mailed to all property owners within a 300-foot radius of the project site. In addition, a notice was published in the Chino Champion on November 9, 2024, and the City sent information out on the City’s social media platforms. In response to the public notice, no comments have been received. The notice exceeds legal noticing requirements.
ENVIRONMENTAL REVIEW
In compliance with the California Environmental Quality Act (CEQA), pursuant to Guideline § 15301 - Existing Facilities, the Project qualifies as being categorically exempt from CEQA and will have no significant impact on the environment. Furthermore, none of the exceptions to the categorical exemptions set forth in the CEQA Guidelines 15300.2, apply to this project.
