BACKGROUND
The applicant, Arlene Avila, requests to operate a beauty school within an existing 5,460 square foot commercial tenant space at 12526 Central Avenue, located in the O’Reilly Shopping Center. The City’s Zoning Code classifies a beauty school as a vocational/trade school, which requires a Special Conditional Use Permit (SCUP). This will be the applicant’s first beauty school.
ISSUES/ANALYSIS
Business Operation
The Enhanced Institute of Beauticians and Barbers is a school offering hands-on training for three programs that specialize in barbering, cosmetology and esthetician. The facility will accommodate a maximum of 50 individuals on-site at any given time, consisting of 46 students and 4 staff members.
The school will operate Monday through Friday from 7:00 AM to 4:00 PM, offering full-time and part-time educational tracks. Full-time students will attend for 8 hours per day, while part-time students will attend for 4 hours per day. Program requirements are aligned with state licensing standards. Barbering and cosmetology programs require 1,000 hours of instruction, which equates to approximately 25 weeks for full time students or 50 weeks for part-time students. The esthetician program requires 600 hours, or 15 weeks full-time and 30 weeks part-time.
All instructional activities will be conducted indoors, with no changes to the building’s exterior. The use is consistent with the Commercial General (CG) zoning designation, which conditionally permits vocational and trade schools, subject to Planning Commission approval.
Parking
Per the City of Chino Zoning Ordinance, trade and vocational schools are required to provide one parking space for each staff member, plus one space for each three students at maximum capacity. Based on the maximum capacity of the school being 50 students and 4 staff, a total of 20 parking spaces are required for the proposed use. Sufficient parking is available to accommodate this requirement, as the subject site is located within a commercial center that provides 209 shared parking spaces; therefore, no adverse parking impacts are anticipated.
Public Noticing
A 10-day notice was mailed to all property owners within a 300-foot radius of the project site. In addition, a notice was published in the Chino Champion on April 26, 2025, and the City sent information out on the City’s social media platforms. In response to the public notice, no comments have been received. The notice exceeds legal noticing requirements.
ENVIRONMENTAL REVIEW
In compliance with the California Environmental Quality Act (CEQA), pursuant to Guideline § 15301 - Existing Facilities, the project qualifies as being categorically exempt from CEQA and will have no significant impact on the environment. Furthermore, none of the exceptions to the categorical exemptions set forth in the CEQA Guidelines 15300.2, apply to this project.
