BACKGROUND

The City of Chino Citywide Legislative Policy, as adopted on October 18, 2022, provides that:

•                     The City Council Legislative Policy Committee can formulate and/or approve official City responses or communications to proposed legislation and forward them to the City Council for approval.

•                     All signed letters or other formal means of expression will be uploaded on the Committee's subpage on the City website.

•                     For legislative items amended late in the legislative session, the Committee is authorized to formulate and approve official City responses in accordance with the City's legislative platform.

•                     The Committee is to report to the City Council on any updates, recommendations, or actions taken by the Committee.

ISSUES/ANALYSIS

On March 21, 2024, the Legislative Policy Committee reviewed the Tracked State Legislation Report (Attachment 1), which reflects City positions on active bills in the second year of the 2023-24 State legislative session. Those positions are brought to the City Council for approval as specified in the Citywide Legislative Policy.

Additionally, the City submitted position letters on two bills, reflecting support for AB 2034 (Rodriguez), which would make it a misdemeanor to loiter in a public place with the intent to commit prostitution, and SB 1034 (Seyarto), which provides government agencies an extension from 10 days to 24 days to fulfill a public record request during a state of emergency, when the emergency prevents gathering for health and safety reasons (Attachment 2).

The Committee was also provided with the High Priority Legislative Items Report, which includes other state and federal legislative issues of note to the City (Attachment 3), including SB 536 (Rubio), the City of Chino-sponsored bill authorizing the Director of the California Department of General Services to sell or lease the California Department of Corrections and Rehabilitation Heman G Stark Youth Correctional Facility to the City.
