RECOMMENDATION

Adopt Resolution No. 2025-015 to reclassify the full-time Water and Environmental Manager position to a full-time Engineering Manager position assigned to Water Resources in the Public Works Department.

FISCAL IMPACT

There will be an increase of $23,556 to the Enterprise Funds in the Public Works budget for FY25-26. There are sufficient funds available for this request.

BACKGROUND

The Human Resources/Risk Management Department routinely collaborates with departments to establish, revise, and delete job classifications. After an assessment of current operations in the Public Works Department, staff have identified the need for an Engineering Manager position to oversee water resources and water engineering projects.

The Public Works Department is responsible for water resources and water engineering services. As the number of water resources and water engineering projects continues to grow, state mandates and regulatory requirements have also increased. To address this, staff proposes reclassifying the vacant Water and Environmental Manager position to an Engineering Manager position. The previous Water and Environmental Manager retired in September 2024, and it has since been determined that this position no longer aligns with the department’s organizational needs.

ISSUES/ANALYSIS

Based on feedback from the Public Works Department, the job description for the Engineering Manager position has been revised to enhance role clarity and better define responsibilities for Capital Projects and Water Resources. Additionally, the Engineering Manager classification must be added to the salary schedule to comply with Title 2, Section 570.5 of the California Code of Regulations.

This reclassification is an important step to ensure the City has job descriptions that accurately reflect the duties that positions are performing and is better positioned to meet future needs.

This classification will is recommended to be placed in the unrepresented management group.
