BACKGROUND
On October 18, 2022, City Council awarded a construction contract to Mamco, Inc. dba Alabassi, Perris, CA, for $3,626,262 for the construction of the Central Avenue and Dupont Waterline Replacement Projects (WA221 & WA222). Additionally, the City Council authorized expenditures of up to $362,626 (10% of the total contract amount) for project contingencies, for a total contract amount not-to-exceed $3,988,888.
All improvements within the final project scope have been successfully constructed. The completed work included installation, disinfection, and testing of new water main lines; services and appurtenances on Dupont Avenue, Gates Street, and Alton Street, connecting at El Prado Road; as well as on Central Avenue between Chino Avenue and C Street, and on D Street from Central Avenue to Sixth Street. The original scope of work was amended to address the existing crosswalks conditions at Central Avenue and D Street, and D Street between Central Avenue and Sixth Street. Ancillary paving work included in the original bid was removed to accommodate this change in scope without affecting the contract amount.
It should be noted that upon completion of the concrete crosswalk installations at Central Avenue and D Street; and at various locations along D Street between Central Avenue and Sixth Street; City staff determined the aesthetic condition of the crosswalk to be unsatisfactory. In lieu of impacting local businesses again with extended street closures to reconstruct the crosswalks, the City directed the contractor to rehabilitate the roadway and construct accessible curb ramps along D Street from Central Avenue to Sixth Street. This directive minimized impacts to the surrounding businesses while providing needed improvements to the project area at no additional cost to the City.
ISSUES/ANALYSIS
All work has been complete per the terms of the original contract and approved change orders. The following is a summary of the final accounting of construction costs for the project.
The total contract change order amount is $181,330.67 (5.0% of the total contract). Ten percent is generally considered within the normal range of changed conditions on a Public Works construction project and, by providing change order authority upfront, Council helps to reduce the possibility of delay on a construction project.
