BACKGROUND
On April 4, 2023, the City Council awarded a construction contract to International Line Builders Inc. dba ILB Electric, Corona, CA, contract 2023-250, in the amount of $613,571 for the Traffic Signal Upgrades Project (TR152, TR211 and TR214). Additionally, the City Council authorized expenditures of up to $92,035 for construction contingencies for a total construction contract amount not-to-exceed $705,606.
The construction included upgrades to four traffic signals, two located along Philadelphia Avenue at Telephone Avenue and Town Square; and two along Riverside Avenue at Magnolia Avenue and Mountain Avenue. The upgrades included new conduit crossings, new pull box installations, replacement of existing controller cabinets and rewiring of the intersections. The upgrades addressed maintenance issues at all four intersections which will prolong the traffic signal life and reduce future maintenance costs.
ISSUES/ANALYSIS
All work has been completed per the terms of the original construction contract and approved change order. The following is a summary of the final accounting of construction costs.
The total contract change order amount is $17,270.99 (2.81% of total contract). Ten percent is generally considered within the normal range of changed conditions on a Public Works construction project and, by providing change order authority upfront, Council helps to reduce the possibility of delay on a construction project.
