BACKGROUND

Section 87300 of the California Government Code requires cities to adopt and implement a Conflict of Interest Code. Conflict of Interest Codes require public officials and designated employees who participate in financial decisions to file Statements of Economic Interest. Disclosure categories include investments, business positions, interests in real property, and sources of income.

Chapter 2.60 of the Chino Municipal Code constitutes the Conflict of Interest Code for the City of Chino. Appendix "A" of this Chapter lists designated employee positions and their corresponding disclosure categories. The City is required to update Appendix "A" if there are changes in employee classifications and/or changes in the disclosure categories required for specific positions. Accordingly, Appendix "A" has been updated to include employee classification changes and new classifications that have been adopted since the last update. The Mayor, Council Members, Planning Commissioners, City Manager, City Attorney, and City Treasurer are not listed in Appendix "A" as they are automatically required to file annual Statements of Economic Interests pursuant to Government Code Section 87200.

Effective January 1, 2026, Senate Bill 852, expands the list of public officials for whom the Fair Political Practices Commission (FPPC) serves as the filing officer for Statements of Economic Interests. To comply with this mandate, the City of Chino has reviewed its organizational structure and identified all positions meeting this requirement.

ISSUES/ANALYSIS

The following position titles were either added, changed, or removed since the last update in 2024. Therefore, staff recommends the City Council adopt Resolution No. 2026-062, incorporating the following changes to the list of Designated Positions:
