BACKGROUND
On April 28, 2017, the Road Repair and Accountability Act of 2017 (SB1) was signed into law by the Governor. On November 1, 2017, the State Controller began the deposit of various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding will be apportioned by formula to eligible cities and counties pursuant to Streets and Highway Code (SHC) Section 2032(h). Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, a city or county must submit to the California Transportation Commission (CTC) a list of projects proposed to be funded with these funds pursuant to an adopted city or county budget. In addition, the list of projects must also be approved by the City Council via resolution. In compliance with the 2017 Local Streets and Roads Funding, Amended Annual Reporting Guidelines dated October 2017, staff identified and developed the various projects outlined in Resolution No. 2024-028 for new RMRA funding allocations.
ISSUES/ANALYSIS
The City receives an apportioned RMRA funding each fiscal year to fund a variety of citywide road and transportation improvement projects. The City of Chino is projected to receive an estimated allotment of $2,412,207 RMRA funds for FY2024-25.
Therefore, staff recommends that the City Council approve Resolution 2024-028, approving the List of Projects for FY2024-25 to be funded by the Road Repair and Accountability Act of 2017 (SB1-RMRA) outlined below and described in further detail in the attached resolution:
