BACKGROUND

For several years, the City of Chino has partnered with the Chino Valley Unified School District (District).  Through this partnership, the City and District work together to provide a variety of programs and services benefiting youth in the community.  The TUPE program consists of six intervention/prevention programs. Specialists visit classes throughout the District during the school year to teach lessons on tobacco and drug education, substance abuse, identifying pressures to use tobacco and drugs, and strategies for resisting these pressures.

ISSUES/ANALYSIS

To facilitate efficient coordination and implementation of services, the District enters into a contract with the City to provide the services outlined in the Master Contract.  Once services are rendered, the City bills the District, and the District reimburses the City. The TUPE Master Contract for Fiscal Year 2023-24 was approved by the City Council on July 18, 2023. The District amended the TUPE Master Contract to increase the amount from $43,350.29 to $57,360.00.  This requires an increase of $14,009.71 to the expense budget.  Sufficient revenue was included in the Fiscal Year 2023-24 budget.
