BACKGROUND

On April 20, 2023, staff issued a request for proposals through Planet Bids for general engineering plan check services, receiving nine proposals. On June 20, 2023, the City Council awarded three professional services agreements for these services: Engineering Resources of Southern California for $250,000, Bureau Veritas North America for $250,000, and Cannon Corporation (Cannon) for $125,000. On June 4, 2024, Council approved an additional $150,000 for FY24-25 for plan checking services with Cannon.

ISSUES/ANALYSIS

The Public Works Department collects fees from developers for plan check services related to development construction activity. These fees completely offset the expenditures. In addition, there are sufficient funds in the 2024-25 fiscal year Development Engineering operating budget to cover the proposed amendment. As a result, no appropriation will be needed.

In the current fiscal year, engineering plan check activity assigned to Cannon has continued to increase thus substantiating the need to increase the contract amount to accommodate the anticipated services needed through the end of the current fiscal year. As a result, staff is requesting an amendment to the agreement for $120,000 for a revised total contract amount of $395,000.

The amendment to this contract enables staff to maintain continuity and expectations without a lapse in processing plan check services for several important ongoing development infrastructure projects throughout the City. Therefore, staff recommends that City Council approve an amendment to the professional services agreement with Cannon for $120,000 for general plan check services.
