RECOMMENDATION
1) Approve a Public Improvement Agreement with BCT Corporate Center, LLC for Site Approval PL24-0151 located on Corporate Center Drive, approximately 625 feet west of Ramona Avenue; and 2) authorize the City Manager to execute all necessary documents on behalf of the City.

There is no direct fiscal impact to the City. All costs associated with the required public improvements will be borne by the Developer.

BACKGROUND
On September 4, 2025, the Chino Planning Commission approved PL24-0151 for the construction of a 110-unit residential rental community consisting of 14 three-story residential buildings and a recreation building on 4.12 adjusted gross acres of land at a density of 26.7 dwelling units per acre. The project site is located on Corporate Center Drive west of Ramona Avenue within the AM (Auto Mall) land use designation of the Eucalyptus Business Park Specific Plan within the Affordable Housing Overlay. (Exhibit A).
The Engineering Conditions of Approval (COA) require the construction of public improvements along the project frontage, including asphalt concrete, curb, gutter, sidewalk, potable water, sewer, storm drain, and landscaping including irrigation system improvements. To ensure completion of these improvements, the property owner is required to enter into a Public Improvement Agreement (PIA) and provide the necessary improvement securities.
Final engineering has been completed, and the property owner is ready to begin construction of the required public improvements. The required bonds have been submitted in accordance with City requirements, and all costs associated with the improvements shall be borne solely by the property owner.
ISSUES/ANALYSIS
The requirements made at the time of project approval have been met by the execution of the PIA for Site Approval PL24-0151 and by posting the necessary securities to guarantee the construction of public improvements conditioned for this project. The City Attorney reviewed and approved the PIA, which is attached as Exhibit B.
