RECOMMENDATION
1) Approve a reimbursement agreement with the City of Chino Hills in the amount of $303,255.94 for the provision of Human Services programs for residents of Chino Hills for FY 2026-27, 2) increase the estimated revenue by $33,226.94; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
The Human Services revenue budget will increase by $33,226.94, resulting in a revised total reimbursement of $303,255.94 from the City of Chino Hills for FY 2026-27. This reimbursement reduces the General Fund impact of providing Human Services to Chino Hills Residents. No appropriation adjustment is required, as this action increases revenue only.

BACKGROUND
The City of Chino Community Services, Parks & Recreation Department has a long-standing history of providing Human Services programs to all students in the Chino Valley Unified School District (CVUSD). The CVUSD is unable to employ the expert staff to facilitate these programs; therefore, contracts with the City of Chino (Chino) to offer these services.
These programs are funded by grants the CVUSD receives and some of the administrative costs are not reimbursable. Due to the positive impacts of these programs, CVUSD and Chino contribute to the ongoing program costs not covered by the grants.
The City of Chino Hills (Chino Hills) also sees the benefits of these programs and reimburses Chino for the direct and indirect costs associated with the services provided to Chino Hills’ residents. Chino Hills has received these services for more than 20 years.
ISSUES/ANALYSIS
The projected cost to operate the City of Chino’s Human Services programs for FY 2026-27 is $1,487,738. Of this amount, Chino expects to receive $729,598 in grant funding that offsets program expenses. After applying these grants, the net cost to the City is $758,140. Under this agreement, the City of Chino Hills agrees to reimburse Chino approximately $303,256, representing 40% of the net cost.
The Human Services programs provided for Chino Hills residents in the 2026-2027 school year are:
• HOPE Family Resource Centers
• McKinney-Vento CARE (Credit Academic Recovery Education) Program
• Teen Counseling
• Youth Counseling
The Chino Hills City Council approved this agreement at its August 11, 2026, meeting.
