RECOMMENDATION
1) Authorize the acceptance of the Fiscal Year 2023 Emergency Management Performance Grant G425C (EMPG) in the amount of $19,619; 2) appropriate $19,619 to the General Fund with a corresponding increase to the General Fund grant (G425C) revenue; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

The Emergency Management Performance Grant program requires a 50/50 match from the sub-recipient. The required match for this grant will be in-kind use of the salary from the Police Department’s Emergency Services Coordinator, who is responsible for the City’s emergency management function for a total of $19,619.

BACKGROUND
The purpose of the Emergency Management Performance Grant (EMPG) is to assist state and local governments in enhancing and sustaining all-hazards emergency management capabilities. These funds are awarded by the Federal Emergency Management Agency (FEMA) to each state. The State of California allows each county to determine how it will use or distribute the funds to support its jurisdiction. San Bernardino County distributes the funds it receives to the 24 cities and San Bernardino County Office of Emergency Services (OES). Each is allocated a $10,000 base, with the remainder of the grant distributed on per capita basis.
San Bernardino County OES required all participating jurisdictions to submit a project proposal explaining how the allocated funds would be spent. The OES Grant Unit then reviewed each proposal. After the projects were approved, jurisdictions are required to appropriate grant funds, directly purchase the items, and then request reimbursement. The EMPG also requires each sub-recipient to match the grant allocation either in-kind, dollar-for-dollar, or a combination of both. The City of Chino has been awarded $19,619 for the Fiscal Year 2023 grant. Grant funds are required to be used to support comprehensive emergency management programs at the local level. Grant funds are required to be spent by May 31, 2025. Fiscal Year 2023 EMPG funds will be used to purchase equipment that will support emergency management operations such as satellite phones, a computer for the Emergency Operations Center (EOC) capable of GIS functions, fans for the City’s designated cooling centers, and animal crates for the City’s designated evacuation shelters.
ISSUES/ANALYSIS
The City of Chino has been approved by the County of San Bernardino and the State of California to use up to $19,619 to purchase satellite phones, computer equipment, fans, and animal crates with use of EMPG funds. The required 50/50 match for this grant will be met in-kind using the salary of the Emergency Services Coordinator, who is responsible for the City’s emergency management function.
