BACKGROUND
The Planning Commission is a nine member board that reviews and recommends approval of the General Plan (the comprehensive, long-term plan for the physical development of the City) and revisions to it. It additionally reviews and approves all new development projects and provides advice and guidance to the City Council on planning issues.
Seven Planning Commissioners are appointed by the Mayor, with approval by the City Council with staggered, four-year terms served unless the appointment made is to fill an unscheduled vacancy. Two Ex-Officio Planning Commissioners from the North and South Sphere of Influence areas of unincorporated San Bernardino County are appointed by the Mayor, with approval by the City Council for two year terms.
ISSUES/ANALYSIS
The City Clerk’s office solicited applications for the Planning Commission due to the following:
• Commissioner terms scheduled to end January 1, 2026:
• Commissioner Kevin Cisneroz
• Commissioner Lissa Fraga
• Commissioner Lawrence Vieira
• Unscheduled vacancy for a term scheduled to end January 1, 2028
The application period closed on November 14, 2025, and a total of 10 applications were received, including applications from Commissioners Kevin Cisneroz, Lissa Fraga, and Lawrence Vieira seeking re-appointment.
Mayor Ulloa and Council Member Flores interviewed one applicant from Council District 1. Mayor Ulloa and Mayor Pro Tem Curtis Burton interviewed one applicant from District 2. Mayor Ulloa and Council Member Lucio interviewed five applicants from Council District 3. Mayor Ulloa and Council Member Comstock interviewed three applicants from Council District 4. This resulted in the following recommended appointments:
• Commissioner Kevin Cisneroz re-appointment for a term ending January 1, 2030
• Commissioner Lissa Fraga re-appointment for a term ending January 1, 2030
• Commissioner Lawrence Vieira re-appointment for a term ending January 1, 2030
• Annmarie Lemento appointment for a term ending January 1, 2028
Pursuant to Chino Municipal Code (CMC) Section 2.36.020 appointments to the Commission are made by the Mayor with approval of the City Council.
