1) Award a construction contract in the amount of $47,435 to Allison Mechanical, Inc., Redlands, CA for the Police Department SMARDT Chiller #2 repair; 2) authorize expenditures of up to $4,743 for construction contingencies for a not-to-exceed construction contract amount of $52,178; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
The Fiscal Year 2023-24 Building Management Fund provides funding for preventative maintenance and on-call repair services for the Police Department’s heating, ventilation, and air conditioning (HVAC) infrastructure. Allison Mechanical, Inc. secured an agreement for the Police Facility HVAC and Automation Preventative Maintenance Services through a Request for Proposal in FY 2020-21. Allison Mechanical, Inc. is an approved contractor that possesses the knowledge, certifications, experience, and expertise to complete all aspects of the maintenance and repair of the Police Department’s HVAC system.
During the past few years, the existing SMARDT chillers have experienced several significant mechanical failures, likely due to their age (11/+ years). Currently, both chillers are unable to operate beyond 50% of their rated capacity due to failed components. To address this issue, Allison Mechanical is recommending the replacement of one of the two compressors on Chiller #2. The project scope of work includes the removal of the inoperable compressor, installation of a new compressor, and performing start and operational load testing to verify proper operation. In regard to Chiller #1, Allison Mechanical, Inc. under a separate previously approved agreement, has ordered the parts necessary to repair Chiller #1. As of the writing of this staff report, the availability of those parts is estimated to be 3-6 months out.
ISSUES/ANALYSIS
Staff is recommending that City Council authorize a construction contract in the amount of $47,435 to Allison Mechanical, Inc., Redlands, CA for the Police Department SMARDT Chiller #2 repair. In addition to the contract amount, staff is requesting to spend up to $4,743 for construction contingencies for unanticipated work, bringing the total potential construction contract to $52,178.
