RECOMMENDATION
1) Accept the Transportation Right-of-Way ADA Improvements Project (ST173) and Local Street Rehabilitation FY 2024 (ST241) with CT&T Concrete Paving Inc., Contract No. 2024-268 as complete; 2) authorize the Director of Public Works to file the Notice of Completion on behalf of the City of Chino; and 3) authorize the release of retention funds following the 35-day lien period.

The Projects were completed within the City Council approved project budgets. All unused project funds will be returned to the appropriate fund balance.

BACKGROUND
The Transportation Right-of-Way ADA Improvements Project (ST173) scope of work included construction of a sidewalk to address a gap in pedestrian access on the west side of Third Street between H Street and Schaefer Avenue as a result of an Americans with Disabilities Act (ADA) grievance. The Local Street Rehabilitation FY 2024 (ST241) scope of work included construction of sixty-seven (67) curb ramps and ten (10) alley approaches at various locations citywide. Also, as part of the Chino ADA Transition Plan, an accessible parking space was constructed at the northeast corner of 5th Street and D Street. Projects ST173 and ST241 were combined and advertised together due to a similar scope of improvements and for economy of scale for a more competitive price on several bid items.
On May 21, 2024, the City Council awarded construction contract No. 2024-268 to CT&T Concrete Paving Inc., for the Transportation Right-of-Way ADA Improvements Project (ST173) and the Local Street Rehabilitation FY 2024 Project (ST241) for $2,645,501.07. Additionally, the City Council authorized expenditures of up to $264,551 (10% of the construction contract) for project contingencies with the approval of the Public Works Director.
On November 2, 2024, the Public Works Director approved Contract Change Order (CCO) No. 1 for Project ST241 in the amount of $212,759.80, revising the not-to-exceed contract total to $2,858,360.87. The change order included the addition of curb ramps and related paving at the intersection of 11th Street and B Street to accommodate the grand re-opening of the Chino Old Schoolhouse Museum.
On January 7, 2025, the City Council approved a contingency increase of $212,760 to replenish the contingency balance to its original amount following the execution of CCO No. 1. On April 16, 2025, staff initiated CCO No. 2 in the amount of $84,388.02 to reconcile construction quantities and account for minor field-directed changes made to address unforeseen site conditions.
ISSUES/ANALYSIS
All work has been completed per the terms of the original construction contract and approved change orders. The following is a summary of the final accounting of construction costs for each project.

CT&T Concrete Paving Inc. has complied with the terms of the contract. A Notice of Completion has been prepared for filing with the San Bernardino County Recorder’s Office. The retention funds will be released following a 35-day lien period.
