BACKGROUND
As the City continues to grow and develop, the demand for Police services increases exponentially. To maintain public trust and strengthen community partnerships, the Police Department must continuously expand its resources to meet these critical needs. The Crime Prevention and Community Outreach Specialist position is essential to building this bond. Additionally, to keep this job filled with the highest quality employees, it is important to establish it as a full-time career path position. This gives the City the best opportunity to attract and retain a quality employee on a long-term basis.
The Management Assistant position in the Human Resources/Risk Management Department performs a necessary role as a para-professional career support resource to management staff. Additionally, the incumbent in this position traditionally has strong office management skills as well as assists in establishing policies and procedures for clerical employees, including the Administrative Assistant and Customer Service Representatives.
This position often provides on-the-job training to clerical employees to help establish areas of expertise. This position serves a vital role in the Department and has existed as an underfilled position (i.e., it is budgeted as a Management Analyst). In evaluating the duties and responsibilities of the job, it has become apparent that the Management Assistant position is the best classification for the Department’s needs.
ISSUES/ANALYSIS
The Chino Police Department must prioritize community engagement as a core focus. The Department fosters connections with the community through various initiatives, such as hosting community academies, attending local events, maintaining an active social media presence, and developing the Volunteers in Policing (VIP) program. As the number and type of outreach events and social media content expand, it is evident that the workload has become a challenge for existing staff members, The conversion of the “Crime Prevention and Community Outreach Specialist” to a full-time position will alleviate and support a variety and number of events that can be offered to our citizens, create a career path, and retain valuable employees.
As the workforce grows, the Human Resources and Risk Management Department takes on an ever-expanding role in recruitment, hiring, orientation, benefits administration, Workers’ Compensation claims, disability cases, and labor relations responsibilities. The workforce benefits from the inclusion of a Management Assistant by bringing multi-disciplined talents to provide service to internal customers in a prompt and professional manner that upholds the City’s values and mission.
The total estimated salary and benefits for these changes, which will be funded from the unappropriated reserves of the General Fund, is $64,900.
