BACKGROUND

The Federal Emergency Management Agency’s Hazard Mitigation Grant Program (HMGP) provides funding to state, local, tribal, and territorial governments so that they can develop hazard mitigation plans and rebuild in a way that reduces, or mitigates, future disaster losses in their communities. This grant funding is available after a presidentially declared disaster. In California, the HMGP funds are administered by the California Governor’s Office of Emergency Services (Cal OES) Hazard Mitigation Branch.

A non-federal cost share is required for all subapplications funded under HMGP and may consist of cash, donated or third-party in-kind services, materials, or any combination thereof. The non-federal cost share is 25%. Through its Prepare California Initiative, Cal OES has made additional funding available through its Prepare CA Match program to cover the non-federal cost share for FEMA HMGP activities.

A Local Hazard Mitigation Plan (LHMP) is required when applying for certain types of federal non-emergency disaster assistance. Local Hazard Mitigation Plans must be reviewed and updated every five years and formally adopted by the jurisdiction’s governing body to be eligible for projects funded under the Hazard Mitigation Assistance (HMA) or FEMA.

The City of Chino applied for HMGP funding in June 2023 to update its Local Hazard Mitigation Plan, which expired on May 23, 2023. The City of Chino recently received notification that its subapplication to update its LHMP has been approved, along with the Prepare CA Match.

ISSUES/ANALYSIS

On January 11, 2024, Cal OES notified the City of Chino that FEMA approved the City of Chino’s HGMP subaward application in the amount of $150,000 for the update of the LHMP and an additional amount of $10,000 for subrecipient management costs. The City of Chino was also approved for $50,000 in state funding under the Prepare CA Match program to cover the local cost share.

The City of Chino intends to hire a consultant to help update its current LHMP according to the most recent guidance, laws, and regulations. Once a consultant is procured, a Planning Team consisting of various City staff and community stakeholders will be assembled to assist with updating the plan and conducting community outreach. Once the planning process is complete, the LHMP will be submitted to Cal OES and FEMA for approval and to City Council for formal adoption of the plan. The entire project, from award to closeout, must be completed within 36 months.

Once the LHMP is approved, the City will be eligible to apply for future FEMA Assistance Program funding to address mitigation issues identified in the LHMP.
