Adoption of Resolution No. 2026-046 updating the Measure I Five-Year Capital Improvement Plan is required to receive and expend Measure I funds. Projects identified on the Measure I Five-Year Plan are funded with restricted Measure I revenues and are included in the City’s Capital Improvement Program.

BACKGROUND
In November 1989, San Bernardino County voters approved Measure I, supporting a half-cent sales tax in the incorporated and unincorporated areas of the County for the 20-year period between April 1, 1990, and March 31, 2010. Measure I revenues from the tax are used for transportation purposes only and may include, but are not limited to, the construction, maintenance, improvements, and operation of local streets, roads, and highways, state highways and freeways, public transit systems including rail, and related purposes. The funding derived from Measure I is managed by the San Bernardino County Transportation Authority (SBCTA). Early in the second decade of Measure I, it became apparent that continuation of the half-cent sales tax would be critical to maintaining funding for transportation projects in San Bernardino County. Ultimately, the voters of San Bernardino County approved the SBCTA Ordinance 04-01 on November 4, 2004, extending the half-cent sales tax for 30 years to March 31, 2040.
ISSUES/ANALYSIS
The Measure I Strategic Plan requires governing bodies receiving Measure I revenue from the Local Street Program to adopt a Five-Year Capital Improvement Plan annually. This plan is intended to effectively outline the specific projects upon which Measure I local pass-through funds will be expended. The City’s Five-Year Measure I Capital Improvement Plan was adopted by Resolution No. 2025-038 on July 1, 2025, to represent projected spending for Fiscal Years 2026-2030.
The City’s Fiscal Year 2025-26 Capital Improvement Program required additional allocation of available Measure I funds to support two (2) projects not previously listed in Resolution No. 2025-038. These projects were recently awarded to the City which is why they were not previously listed in the original Five-Year Measure I Capital Improvement Plan. Below is a summary of the projects and adjustments.
• Chino Comprehensive Safety Action Plan (MS266)
The Comprehensive Safety Action Plan (CSAP) will build upon the Local Roadway Safety Plan (LRSP) by expanding its scope and depth. While the LRSP focused primarily on local roadway safety, CSAP will incorporate a broader, systematic approach aligned with federal safety initiatives. CSAP will serve as a strategic roadmap for reducing severe and fatal collisions and improving overall transportation safety for all modes of travel. CSAP is also a requirement for future federal roadway safety improvement grant funding. The City of Chino was awarded $400,000 for the Safe Streets for All (SS4A) grant through the Federal Highway Administration. SS4A grant requires a local match of $100,000 which was supplemented with available local Measure-I funds.
• Benson Avenue Safe Routes to School Improvements Project (ST262)
The Benson Avenue Safe Routes to School Improvements Project aims to enhance pedestrian access at the intersections of Benson Avenue with Chino Avenue, D Street, C Street, and B Street. These improvements align with the City’s 2016 Chino Bicycle and Pedestrian Master Plan as this residential area is in proximity to Chino High School and Allegiance STEAM Academy. The City of Chino was awarded $44,850 from the TDA Article 3 Bicycle and Pedestrian Facilities Program (TDA3) through the San Bernardino County Transportation Authority (SBCTA). TDA3 requires a local match of $20,150 which was supplemented with available local Measure-I funds.
To comply with Measure I requirements, staff recommend that the City Council rescind Resolution No. 2025-038 and adopt Resolution No. 2026-046 to update the Measure I Capital Improvement Plan Project List in line with the Council-approved FY 2025-26 appropriations.
