BACKGROUND

The Public Works Department has experienced changes in operational demands, regulatory requirements, and customer service expectations related to water, wastewater, and stormwater systems. As the Department’s responsibilities have evolved, its current organizational structure no longer adequately supports its operational needs.

To support the goal of responsible, long-range planning, there is a need to establish two (2) new classifications: Wastewater and Storm Operations Supervisor and Water Treatment Supervisor. The Wastewater and Storm Operations Supervisor will provide dedicated oversight of the City’s wastewater collection and storm drain operations, including operational personnel, and compliance support with applicable wastewater and stormwater regulatory requirements. The Water Treatment Supervisor will provide dedicated oversight of the City’s water treatment operations and maintenance activities, including treatment plant personnel, water quality, and regulatory compliance, while helping ensure the reliable delivery of high-quality drinking water to the community.

These classifications will improve operational efficiency, strengthen supervisory oversight and accountability, provide opportunities for employee development and career progression, support succession planning, and better position the Public Works Department to meet the City’s expanding infrastructure, increasingly complex regulatory requirements, along with current and future service needs.

ISSUES/ANALYSIS

The Human Resources/Risk Management Department worked with Public Works staff to develop the job classifications for Wastewater and Storm Operations Supervisor and Water Treatment Supervisor. The creation of these classifications is intended to address current and future service demands, improve workload distribution, support succession planning, and strengthen recruitment and employee retention efforts.

Due to the level of responsibility, independent judgment, and supervisory oversight required of these positions, staff recommends that both classifications be designated as Unrepresented Management.

Summary of Proposed Positions and Salaries:

Classification Title

Proposed Salary

Wastewater and Storm Operations Supervisor

$97,842.00 - $129,396.00

Water Treatment Supervisor

$102,977.00 - $136,187.00

Wastewater Storm and Operations Supervisor

The City’s stormwater maintenance responsibilities are increasing due to the State mandate to remove trash from the storm water (i.e. the Trash Mandate) with approximately 1,000 trash capture devices to be installed by 2030 as a compliance period.  The first 280 catch basin trash capture devices will be installed this fiscal year along with regional trash capture devices where applicable in the future as part of the Capital Improvement Program (CIP) project. These devices will require routine inspection, cleaning, and maintenance, which will increase the need for supervisory coordination and oversight.

In addition, the City’s wastewater responsibilities will increase significantly with the planned transition of the Preserve lift station from the Inland Empire Utilities Agency (IEUA) to City operation in July 2029. The lift station processes approximately 1.4 million gallons of wastewater daily and uses a Supervisory Control and Data Acquisition (SCADA) system for monitoring and control. The supervisor will also co-train with IEUA staff to learn about the Preserve Sewer Lift Station and to prepare for transition of duties from IEUA to City of Chino staff.  City operation will require dedicated oversight of reliable operations, preventive maintenance, emergency response, regulatory compliance, and collection system monitoring.

Establishing the Wastewater Storm and Operations Supervisor classification will provide the structure needed to oversee existing sewer and storm drain operations while preparing for these expanded responsibilities. This classification will also strengthen accountability and ensure compliance with increasingly complex wastewater and stormwater regulations. A salary range has been established for this new classification based on a survey of the City’s comparable agencies.

Water Treatment Supervisor

As drinking water regulations and treatment requirements become increasingly complex, there is a need to establish a Water Treatment Supervisor classification to ensure the City’s water treatment facilities are operating safely, efficiently, and in compliance with regulatory requirements. The Water Treatment Supervisor will oversee daily treatment operations, ensure staff are properly trained, maintain consistent treatment processes, and help address operational issues in a timely manner.

Additional supervisory oversight will also be needed in anticipation of the State Street Treatment Plant completion in late 2027. Establishing this classification will improve coordination among the City’s treatment plants and strengthen accountability for the operation and maintenance of these critical facilities. As with the Wastewater and Storm Operations Supervisor classification, a salary range has also been established for the Water Treatment Supervisor based on a survey of the City’s comparable agencies.

An amendment to the City's Compensation and Benefit Plan for Unrepresented Management Employees is required to incorporate these newly established classifications and their salary ranges. The City Council must also approve the new job classifications for these positions.

Establishing these new classifications will result in salary, benefit, equipment, and vehicle costs of approximately $530,502.87 with an effective date of November 9, 2026. There are sufficient reserves available in all funds to support these adjustments.
