RECOMMENDATION
Award Professional Service Agreements with: Cannon Corporation, WestLAND Group, Inc., and Bureau Veritas North America, Inc. for General Plan Check Services, each in an estimated amount of $1,500,000 over a three-year term, with annual expenditures estimated at $500,000 per fiscal year; and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds have been budgeted in the proposed FY 2026-27 Operating Budget. Awarding these agreements is contingent upon final budget adoption, which is scheduled for June 16, 2026.
Plan check service costs are recovered through fees charged to the developers.

BACKGROUND
The City frequently receives development projects that require timely and thorough engineering plan review to ensure compliance with applicable City standards, codes, and engineering requirements. Due to fluctuating project volumes, specialized technical review needs, and the importance of maintaining efficient development processing timelines, the City utilizes on-call consulting support to supplement in-house engineering staff as needed. These services provide additional capacity and specialized technical expertise to assist with plan check review, coordination with applicants and design professionals, and compliance verification for public and private improvement projects. The City’s existing agreements for these consulting services have reached the end of their allowable contract terms and extension periods and cannot be extended further. Therefore, City staff initiated a competitive procurement process to establish new consultant agreement and ensure continuity of plan check services into next fiscal year.
ISSUES/ANALYSIS
On March 19, 2026, the City released a Request for Proposals (RFP No. 2026-0008) for “General Plan Check Services and Other Related Engineering Services” via PlanetBids, in accordance with City procurement policies. The City received Thirteen (13) proposals by the closing date of April 16, 2026. A review committee, consisting of City staff, evaluated proposals separately to maintain confidentiality and fairness. Staff then scored these proposals using the following weighted criteria:
• Experience/Qualifications: 25%
• Past Performance/References: 25%
• Plan Methodology/Project Approach: 20%
• Quality and Responsiveness of Proposal: 15%
• Cost Evaluation: 15%
Following evaluation of all proposals, Cannon Corporation, WestLAND Group, Inc., and Bureau Veritas North America, Inc. received the highest average scores and are recommended for contract award.
